IBEROAMERICAN
EXCELLENCE MODEL FOR MANAGEMENT (I.E.M.)
This Iberoamerican Model is composed of nine criteria. They are divided
into five Enabling Processes and four Results Criteria.
The ENABLING PROCESSES include everything an organization does and its
method of doing it. There are five Enabling Processes and each one is divided
into four thematic groups to analyze:
- LEADERSHIP AND STYLE OF MANAGEMENT (140 points)
- POLICY AND STRATEGY (100 points)
- PEOPLE DEVELOPMENT (140 points)
- RESOURCES AND ASSOCIATES (100 points)
- CUSTOMERS (120 points)
The RESULTS include what an organization achieves and they are due to
management performance. There are 4 Results Criteria, and each of them
is divided into two thematic groups for its analysis:
- CUSTOMER RESULTS (110 points)
- PEOPLE DEVELOPMENT RESULTS (90 points)
- SOCIETY RESULTS (90 points)
- GLOBAL RESULTS (110 points)

FOUNDATION FOR QUALITY MANAGEMENT
FUNDIBEQ FOUNDATION
After having made comprehensive market studies, trying to fill the gap
existing between the supply and the demand, FUNDIBEQ was founded to improve
the competitiviness of the economic and social network of the Iberoamerican
countries.
The strategic aim of FUNDIBEQ is to facilitate the opportunies which exist
within Ibero-America in order to "take a big step towards greater and
more compact competitiveness". This is reflected in its Vision, Mission
and Priority Objectives.
On the 18th of March 1998 the formal act of constitution of the Iberoamerican
Foundation for Quality Management took place.
FUNDIBEQ is an international non-profit organization which promotes and
develops the Overall Quality Management in Ibero-America.
The FUNDIBEQ target includes public and private companies, as well as large
and small/medium-size companies. Therefore Governmental Bodies (Town and
City Councils, Regional Government, Education, Health, Tourism, etc.), multinationals,
educational institutions, small/medium companies are already members of
FUNDIBEQ.
FUNDIBEQ SERVICES
- Linking the local Quality Associations and Foundations, converting them
into strategic allies of FUNDIBEQ.
- Implementing the Ibero-American Model of Management Excellence organizing
the Ibero-American Quality Award.
- Organizing Ibero-American Quality Conventions.
- Ensuring the implementation of Overall Quality Management Systems among
its members.
- Helping to raise the level of competitiveness of the Ibero-American
industrial and services fabric, promote sustained growth and improve the
image of its products and services, within and beyond its respective countries.
- Developing stable exchanges in research and consultancy matters common
to all the countries.
- Promoting Self-Assessment, Communication and Training as basic tools
for managing Continual Improvement.
- Developing a Computer System for Information relating to Quality Management.
- Creating a data base and a network of exchange among the associations
and companies of the different countries in Ibero-America.

QUALITY AWARD
INTRODUCTION
The first. Iberoamerican Quality Awards Presentation took place In 1999
November 17th., during the Dinner of Presidents of State and Government
Ceremony offered by Mrs. Mireya Moscoso (Her Excellency the President of
the Republic of Panama) to the X Summit assistants.
The X Summit Final Declaration literally says: "We recognize the value
of the Iberoamerican Quality Awards Presentation, during this Summit, based
on the Iberoamerican Quality Management Programme (FUNDIBEQ), by means of
which Excellence in Quality Management is promoted between the Iberoamerican
Enterprises".
OBJETIVES
- To contribute to raise the competitive level at the Iberoamerican enterprises
and to improve their products/services image, in/out their respective
countries, to establish a valid link between Iberoamerican and the European
Union and to provide the possibilities of creating new export markets
- To improve the use of available resources, giving full satisfaction
to their customers of private and public institutions
- To develop solid exchanger on investigation, information and consulting
matters which are common to all institutions and countries which integrate
the Foundation involving the Educational private and public institutions
as well as the basic and specilized education.
- To promote Self-Assesment, Communication and Training as basic tools
to manage continuous Improvement.

Excellence in Iberoamerica (LatinAmerica, Spain, Portugal and Andorra)."

- "To promote the Overall Management of Quality as a safe path towards
sustainable progress and social welfare and as an instrument which generates
the necessary trust that allows the mutual acknowledgement and free movement
of products and services.
The Foundation will gear all its efforts towards ensuring that its members
consolidate their international position through the complete satisfaction
of their domestic and foreign clients".

PAST
EVENTS
- 1998
- Participaction of FUNDIBEQ in the VIII Ibero-American Summit of Heads
of State and Government in Oporto (Portugal). The following statements
were recorded (Oct 19, 1998): "FUNDIBEQ (Ibero-American Foundation
of Quality Management) will set up a self-financed Programme whose objective
will be to design a Ibero-American Model of Management Excellence and
a training programme for the Management of Change and to define the rules
of the Ibero-American Quality Competition. The Foundation will count on
the support of official organizations of various countries and the project
would be formulated at a forthcoming Ibero-American Management Quality
Convention".
- 1999
- First Ibero-American Quality Management Convention, in Cartagena de
Indias (Colombia), where 17 countries agreed on the American Model of
Management Excellence, established the rules of the Ibero-American Quality
Award and a Training Programme; representatives of 17 countries signed
the Cartagena de Indias Management Excellence Declaration.
Presentation at the IX Ibero-American Summit of Heads of State and Government
in La Havana, requesting that the aforementioned Model be declared as
the Ibero-American Model of Management Excellence and that the Ibero-American
Quality Award be organized according to the Rules. The announcement of
the Winners would take place at the X Summit and Fundibeq became one of
the Programmes of the Ibero-American Summit of Heads of State and Government.

- Second Ibero-American Quality Management Convention, in Montevideo (Uruguay)
Awards Ceremony of the 2000 Ibero-American Quality Award during the X
Summit, in Panama, with 3 winners (México, Chile, Spain).
- 2001
- Third Ibero-American Quality Management Convention, in Porto Alegre
(Brasil).
Awards Ceremony of the 2001 Ibero-American Quality Award during the Xl
Summit, in Lima, Perú, with 6 winners (Andorra, Colombia, Cuba,
México, Chile).
- 2002
- Fourth. Ibero-American Quality Management Convention, in Lima, Perú.
